Package stuck at custom for more than A month

I return a parcel which is worth 10 dollars back to China.
It is stuck in Guangzhou customs since April 1st.
The recipient told me they cannot contact the custom because it won't change any thing.
What is going on?

Hi Justin Kim,

If the seller doesn't cooperate with you, it may be stuck there for long or returned back to you later. You'd better contact the courier in your country to see if they could call it back to you.
