Package still stuck at Shenzhen Customs after 3 weeks

Tracking number is LH138593456US. Per your suggestion from your reply to my question from last week, I told the intended receiver to contact the China customs service number 12360 to check the status of the package since she didn't receive any notice from the Customs. The answer given was since the tracking number begins with the letter "L", it's not traceable. It could either be lost or got stolen. Should I pay more from now on to send "register" to insure future packages won't get lost or stolen? It's getting a little frustrated. Hopefully someone can help me here. Thank you!

Hi DC,

You'd better use more expensive way to send packages in order to avoid it lost.
