Package states delivered and was not

We did not receive 2 packages, separate orders and both state delivered. What verification can you provide to what house it was delivered if any house in that fact? I need assistance to determine where the packages are. What information do you need?

Prior to that it states NEWYORK - UNITED STATES OF AMERICA, delivery to local courier

The package was never in my mailbox. I have contacted the seller who will only reissue the package if i can obtain a certificate saying the package was lost. I am unable to get help from the post office because i don’t have a USPS tracking number, but i can only assume it was transferred to USPS when it was transferred to “local carrier”. How do i go about obtaining a lost package certificate?
