Package sent to wrong address. Scam? LY861970575CN

After 63 days the package I expected to receive was delivered in a completely different state. LY861970575CN
Seller is not responding to e-mails so is there any recourse to this? Seeing it was from China, probably got scammed and SOL.

Buongiorno, il mio ordine nr. LZ961930273CN è tornato indietro, attualmente si trova presso il vostro centro. Dal tracking risulta che bisogna restituire il cast corretto, cosa significa??? e chi deve farlo???
