Package says held in customs, please help

Sending a return item back to seller. Package has been held in customs since Jan 20th. Do they need to pay a fee? I paid for USPS priority shipping. Here is the tracking CH152039305US. Please help and advise on what should be done.

Any help is appreciated. My package with tracking CH214207080US has been held in customs since the 29th and hasn't moved. Is there an issue or is it just a waiting period for the customs to clear? It is an item being sent back to the company for repair. Have asked the recipient and they have not been contacted by customs.
