Package says delivered, but it was never received

I ordered a package with the tracking number of AS811229971CN and everywhere I check, it says the package was delivered. But I have not yet received the package. It also says the region of delivery is unknown everywhere that I check as well. But the website I ordered from has the correct delivery address. This package is really important due to the fact that it has presents inside of it.

My tracking info says it's been delivered. I never received it. It doesn't tell me where it got delivered, just says delivered. Says it's from USPS, they say they never received it. My package is saying that it was delivered on 10/18 (it's the 24th now) and I still have not received it. All answers I've received is "it says it was delivered". I would like to know how I can receive my package...or get a certificate of loss so I may request a refund from the seller. Tracking number: AM550907220CN
