Package said delivered have not received

I’ve been checking his package since I got the tracking number. Here is the tracking numberAS750560242CN
I figured the seller was a scam when I sent the money and it took him two days to respond to me. Then he sends me a tracking number with the wrong name the right address. I’ve been tracking this package since I’ve gotten the tracking number and then all of a sudden it said it delivered. I have checked my neighborhood went to several neighbors house to see if my package has been delivered to the wrong house. Nothing also the seller has blocked me so I don’t know what to do. I have call PayPal but because I paid thru family and friends there’s really nothing they can do. I’ve also called the bank that I used to pay for the package and they’re still working on the case . Please be careful using the sellers there most of the time they are scammers.

My tracking info says it's been delivered. I never received it. It doesn't tell me where it got delivered, just says delivered. Says it's from USPS, they say they never received it. My package is saying that it was delivered on 10/18 (it's the 24th now) and I still have not received it. All answers I've received is "it says it was delivered".
