Package responsibility is surely with Chinapost rather than sender?

For all the delayed packages that I ordered from China to Malta, and which are still apparently in transit months later, I keep getting the same answer from Chinapost: "if you haven't received your package in 3 months you need to contact the seller to reflect the problem and get a solution or refund".
I don't understand why this is always stated as being the responsibility of the seller, as from the tracking on most of my packages they are simply being held up somewhere in a postal centre or airport in China. Surely this is the responsibility of Chinapost or the specific carrier service to ensure packages are delivered (especially those with tracking numbers) even if very late?

If you couldn't receive it in time, you need to contact seller for refund. China Post only has shipping contract with seller not buyer. So if the parcel is lost or stuck for a long time, China Post will compensate the money to shipper not receiver. If you can not get the goods in time, you have the right to get your money back from seller.
