Package on hold?

Hi, I have a mail sent from Canada and supposed to be sent to Macau, my friend wrote city: Macau, country: China, and now its been in Beijingshi 国际交换站，does it mean it will be sent to Macau soon?

Hi Mia,

Beijing is the city for transition. If there is no problem with the address, it will be sent to Macau later.

I sent a small package to Qingdau City from the United States and am receiving the below notices from United States' Parcel Service and China Postal tracking. Any idea what is needed to resolve this?
"Qingdao City needs to submit cargo declaration materials or handle return procedures"
"On hold Qingdao Ems"
It has been on hold since 01 August.
