Package not delivered

I sent a package to my friend in Shenyang from Germany, but my friend has not received the package. And according to the tracking the package is delivered to the given address by the delivery man. I would to know where would be my package now and to whom should I contact.

Tracking information shows it's places at the mailroom near the address:
2018-12-20 09:14 Signed, mailroom, delivery man: Zhao Yulong first 18524488939

You'd better let your friends check the short message from phone to see if there is one to notice him to pick it up at somewhere. If no, let him call the postman's phone 18524488939 to ask where it's placed.
