Package keeps looping thru Zhengzhou, now returned again

My package was shipped in OCTOBER. Why does china post keep looping my package thru Zhengzhou???? Its been months! It now says returned, for the 5th time. WHY was it returned???? WHY wont chinapost let my package leave the Zhengzhou post office??? Its just a sweatshirt!!! This is crazy! Please just let usps take my package!!!
