Package in transit for more than 3 weeks

Hello,
My package - CY016776211CN - was shipped from China to Brazil on the 22nd of July. Since then, I received updates saying that it has “departed” and “landed at destinations” several times. The last update I received was on July 27th saying that it has landed at destination. According to the Brazilian postal service, the package did not arrive in Brazil. I contacted the seller, and was told that my package was still in transit and that everything was normal. My question is: where is my package, why did it depart and land so many times, what is the reason for such a delay?
