CHINA, In progress at the International Exchange Center ''; What do they mean, can I know where it is and if it will arrive?

My package is stuck in transit for past 37 days, last 2 updates were on 3/21 and 4/15. According to updates package hasn't even left china. Can I get an update please? tracking number is LY999286969CN
