Package held at customs

My package going to China tracking number CH172940456US has been held in customs since November of 2022 it says Waiting for user to pay tax. What if the recipient is not notified? What happens next?

Any help is appreciated. My package with tracking CH214207080US has been held in customs since the 29th and hasn't moved. Is there an issue or is it just a waiting period for the customs to clear? It is an item being sent back to the company for repair. Have asked the recipient and they have not been contacted by customs.
