Package delivered to wrong address

A package was shipped to me from China and was delivered to the wrong address. The tracking number is EB792116580CN.

I found out that someone else signed for my package. The seller told me to contact EMS customer contact to start an investigation and get a complaint number. Can you please help me do this since I cannot call China?
