package delay for almost 9 month!

Hi, my parcel from china would be in transit almost for 1 year if i don't receive it in a few next weeks! such delay is really unacceptable!
my tracking number is expired for a long time and i have no idea what to do
no access to seller even for a refund.
what should i do?
