13th August a package was received by a local agent in Bangkok for posting to the Russian Federation. EMS Tracking Ref. EE163196451TH.
Tacking of this package stopped at THBKKC Export of International Mail and since then tracking has stopped. If there is a significant backlog of packages due to COVID, is it possible for me to recall this package and ask for it to be returned to me? I paid extra for the package to be returned if not delivered. If this is possible, please advise how I may proceed.

It's in transit to Russia and hasn't arrived. There will be update when it arrives. It couldn't be returned back to you when it's en route. If you want it back to you, you can contact the receiver to refuse it when it's delivered.
