Package be held at Beijing

I mailed a package on June 07, 2021, from a post office at Houston, Texas, with tracking number CH136002301US. It arrived at Beijing custom on June 30 and has been held there since then according to the USPS tracking information. The package contains baby summer clothes for my brother's babies, which won't fit next summer. What should I or my brother do in order to get the package released to my brother's family in Beijing?

Thank you very much for the instructions. I wrote my sister-in-law's name as the recipient on the package and left her cellphone number on the package. But she has never received a notification from any party about this package. I will share the information with her and see if she can follow the instructions on the website you kindly provided in your response.
One more question though...I have mailed packages to my family members in Beijing for many years (20+ years), and this package is nothing more special than the previous ones, either in terms of content or value of the content or the way I filled out the forms at the post office. But this is the FIRST time I encountered the strange situation where the recipient has to go through these extra steps to get the package (they never had to pay for any tax before). Are there some big changes in some policy that I am unaware of?

It's waiting for the receiver in China to pay the tax to the customs now. You'd better contact the receiver in China to ask if he has received the notice from the customs. If no, let him check through authorized tax collection system (http://int.ems.com.cn/mailtax) to check and pay.
