Package AQ258450661CN arrived in US, appears stuck in Anaheim, CA

Tracking shows arrival in Brooklyn, NY on 8/24/2022. It then showed up in Anaheim, CA on 8/27/2022 but a few hours later it was sent to a "Mail Recovery Center". There have been no updates in 45 days.
USPS claims they can not give me any info on it, despite it being in THEIR custody, because it "isn't their package"...yet it's IN their facility.
Seller won't give me a refund because they say it's still "in transit".
What options do I have?

It's stuck for along time and is not normal. It has the chance of lost. You need to require the seller to do a formal trace investigation by contacting China Post directly. Also, you have the right to require the seller to give you a solution (refund you or send another one to you).
