Hi, I need to send a 40kg large package from Beijing to Singapore.
1. Can I arrange for courier staff to pick up the package from my door or do I need to send the package to the post office?
2. Will there be any problems or delay with surface delivery of packages out of China in view of the virus situation?

You'd better contact China Post directly to ask if they can pick up the package from your door. Their service number is 11185.
The package delivery is not affected by the virus at present.
