I need POD for a package that was said to have been delivered on July 21st, but nothing ever showed up. I checked with USPS and they have no information- the tracking number isn't even in their system.

It may be delivered to some other place instead of yours. It may be a scam. You need to contact the seller to give you a solution as soon as possible. If the seller doesn't reply you, try to contact your bank or visa company to ask for a charge back.
