Need help correcting an address please

Hello, I'm trying to send a package to China from Canada, a return gift. The info I have is to No. 98 Longhai Road, Building 8, Room 2214, Postal Code 450000 China. It seems incomplete, is there any way of finding out what City/District is should be addressed to by the information I have? Also, could you please let me know what the correct format would be on the envelope. Many thanks!

Yes, the address is not complete.
The address should be Room 2214, Building 8, No. 98 Longhai Road, Zhongyuan District, Zhengzhou City, Henan Province, China. But for Room 2214, Building 8, I think there should be a Residential Quarter for it, I couldn't find it.
If you want to send the package, only the address is not enough, you need to know the receiver's phone number and name. It's the most important things except the address. Without the phone, the carrier couldn't send it successfully. Because in China, the carrier will not deliver the package at the door but call the receiver to pick the package up at the nearest place where the receiver lives.
