Your system leaves much to be desired. Our mail In this country leaves much to be desired but they don’t deliver or say it was “delivered” without proof delivery. How about an address of where it was delivered? Are you able to confirm that?
So where is the proof of delivery and where has it been delivered? Are you able to divulge that information or has it really happened? What is the address that it was “delivered” to, not mine!

If the seller doesn't reply you, try to contact your bank or visa company to ask for a charge back. Or, open a dispute from the platform you buy it to get refund in time.
