My parcel wasn't delivered

tracking number:RN688316542GB sent from the UK to China. According to your tracking this was "handed over to courier" on the 14th of September but there is no record of it arriving. Please help as this item was sent with a request to be signed for by the recipient.

What;s the destination city? There is no update for it after Sep. 14. It should have left China.
