My parcel is stuck in Waiting for Duty Payment for 16 days now

I sent back parcel from Bulgaria to China according to all the requirements listed by the merchant; Mail number： RI331046677BG. Since 16 days, it stays In-Transit - Guangzhou,Waiting for Duty Payment and nothing is happening. I contacted the merchant, but they replay they have done anything they had to. Please advise how to proceed.
They need to collect it and give me back my money.

RI331046677BG Stuck for unpaid custom fee due, next step (1-3Month)> cancel import.
You didn't correctly filled custom good as (GIFT).
