My package to China has not been received

My parcel number is CJ537820435US. I shipped this package from US on 08-30-2017. It has not moved since the 7th of September. I have filed an investigation with USPS. Can someone tell me where they think the package is. It shows that it is still in customs but why? Is this normal.

Apparently, the receiver is sending it back. It has something to do with declaration papers. I called the 11183 number and they couldn't tell me how long it would take for them to send it back. Do you know how long it should take? The receiver said that he sent it back via Express. Thank you.

China Post has got this parcel since then. You'd better contact the recipient in China and let him/her call China Post service number 11183 to check why they still not deliver it.
