My package is on hold since Nov 4th

Good afternoon, I sent a package since October and is been held in custom due to the fees, but no one have contacted me to let me know how much it is or how to take care of it.

How can I get this moving? How can I pay the fees from USA? This is a return for merchandise shipped to me after I canceled my order.

You need to pay 1507.57 yuan in total. You can use WeChat to finish payment. Just search 'ems 邮件代理报关' from WeChat Mini Program（微信小程序). Then, click '缴纳税款' if you are the receiver. If no, you can also help the receiver to pay taxes by clicking '帮他人缴税' to check how much you need to pay the finish payment. They support payment through Alipay, WeChat and bank card.

I sent a small package to Qingdau City from the United States and am receiving the below notices from United States' Parcel Service and China Postal tracking. Any idea what is needed to resolve this?
"Qingdao City needs to submit cargo declaration materials or handle return procedures"
"On hold Qingdao Ems"
It has been on hold since 01 August.
