My package has been held in Customs since October....Why?

My package from the US has been delayed in Guangzhou customs since October...LH152328885US. Why is this? We have heard nothing from customs concerning anything to do with our package. This is unacceptable. I heard it may be getting returned to the US...this would be even more unacceptable. I am very disappointed in this and in doing research that this seems to be normal. This type of thing causes a country to lose face.
