My letter was to be deliverd 29 days ago still have not recived it WHY

RE: My letter tracking number RY061157404GB
My item was received at Sorting Office, 31000001, China Tuesday 24 August 2021 02:24. It has been out for deliver since the 27th January 2022, and still not delivered, Can I ask why??? I was informed that it would be delivered on the 27th Jan, still have not recived the letter.
