can a sender in china send small packet regular china post "C.O.D"- collect on delivery---to the USA. if so what would be the cost for a 100g packet?

Yes, they have such service. You can let the sender go to one of the post offices in China to send it. You may need to pay for less than 5 USA for 100g packet when you get it.
