Item handed over to forwarding agent for transit Nov 30, now 3 weeks later again same status. 3 times returned. What is the problem? How can it be that a simple letter is not able to leave China within 3 weeks

Are you sure? It again says returned. For three times, always after handed to forwarding agent, it says returned. Looks like it will always loop back. This is happening for one month now.
