Letter stuck in transit

A document/letter sent from Chicago, USA to Shanghai China has been stuck in transit for several weeks. According to tracking number it arrived in Shanghai on Sept 23. When I ask China post, they can't find any info on it. When I call USPS (the sender) they can't track it since it has apparently arrived in China

Hi Matt987654322,

If it's already in China, you need to let the receiver in China to call China Post service number 11185 to check it.
