I've not received my package, purchased it since November 28th, 2019.

I ordered a toy from China on November 28th. Then it was processed at Guang zhou Center on December 3rd and 4th. After that, there was no available shipping information for more than a month. Recently tracking says it apparently has arrived to Mexico City, and it has been In Transit for around 10 days or so.
When is it supposed to arrive to Monterrey, Mexico?

You can contact Mexico Post to check it for you. Mexico Post is in charge of delivering in to you when it's in Mexico.
