Item stuck in tracking

Hello, I sent a package to China through UPS from Toronto, Ontario on December 20th, 2019. I was told by the shippers that it would be delivered within 1-3 weeks. On the 30th, it reached the facility within the city that the person I sent it to be delivered to resided, then stopped moving altogether.
It has been almost a month now, and it is still stuck in "in transit/shipping". The only update was on the 9th of January, where it's made no actual progress to the destination. I need to know what's going on here, this is unnaccepatable. This is now 3 weeks past the estimated delivery time. Why won't my package move from the facility and deliver already?
The tracking number is EE201000461CA

It has been retained by the customs since Jan. 9.
You'd better contact the recipient to ask if he has received a notice about how to get it. He may need to pay for the tax.
