Why was my package delivered to Lowell In. I did not recieve it.

A package apparently handled by China Post, tracking number BLGJ0000178428YQ Shows it was delivered in Mississauga instead of St. Catharines where it should have gone.
I was wondering if you can provide a tracking number for the Canadian carrier or tell me why it was delivered to Mississauga and how I can get it.
