Yes. When it says transferred over to local carrier it is on it's way but it can almost 30 more days. I'm in Mexico and mine was sent early May and arrived at my Apt today. It was in the local mail system for 18 days. Expect it soon, can't track it further after it's in destination country which kinda sucks.
