Is my package already sent out or still stuck?

RA143727796LV is the package.
Every other package sent from Latvia shows that they are sent out to me, but this one (yet again the one I need the most) seems be kinda stuck so I wanted to ask here if I’m right or wrong. Thank you very much.

Hi Nick,

There is no tracking information for RA143727796LV at present. Possible reason is the sender just gave you a tracking number but hasn't shipped it. You'd better contact the seller to confirm for the reason.
