Hello, I have a package that was shipped from Japan to China warehouse but it was stuck in customs for a while and just now it said import stopped? What does that mean? Will it be returned to the seller?

I need help, I don't know who else to ask for this. I sent a package from Japan to China via EMS RM635624042JP and the tracking information says Import Stopped. Japanpost says that I need to contact chinese customs but I don't know how to do it or where to ask because I'm not currently in Shenzhen nor I have someone who could go to any office there, I sent that package to a warehouse and now it's stuck

RX110631945JP parcel has been sent from Japan to China via EMS and now it's showing Import stopped. Can someone explain to me what does it mean and what will be the next action?
1. Is it going back to the seller?
2. Can I expect that it will be delivered?
3. Is there a chance that the parcel will be disposed or permanently missed?
