Import cancelled

I sent a parcel to china on 19th January, it arrived safely at the destination office but the addressee did not collect despite me sending a huge amount of emails to him. Now tracking is saying import cancelled. What does that mean, and what about the parcel????

Hi. The parcel was sent from Japan to Malaysia but now the delivery status states that “import cancelled”
