I got a question regarding random package i recieved. It seems to be a cheap scarf. Payed fee and my main question is if there is a way to delete my information from a person sending this package - i didnt order a thing from china in past years.

It should be a Brushing Scam. It's sent by sellers in China to boost the seller's ratings by creating fake orders. They usually ship an inexpensive product to an unwitting receiver and then submitting positive reviews on the product. There is no way to delete your information. It's not sure how the sellers got your information.
