I have not received my package and it shows delivered

Package says it’s arrived but it been a week now there is nothing on my door step . I contacted the seller and he say they can do nothing for refund they need a certificate from the company that they misplace the package? Who handled china post de lei wry in Calgary? How can I track this package? Where to go what to do ?
