I sent a package and it has arrived in hangzhou china and is being held in customs with the latest update stating "Waiting for Customs Declaration by Addressee". What needs to be done to release this item?

I mailed a package to my friend in Hangzhou. And whenever I check the tracking for the package, it says "held in customs" in Hangzhou. I told my friend this. Now I would like to know what should we do now?
