How to fill the EMS way bill for Malaysia

I saw an example of the waybill for EMS international but I found small problem which is the country/region.
Malaysia, doesn't have regions but states. Where should I put the states? Or the courier can deliver the package with the postal code on the wayfill?

You can put the states in the region place.
