How many times needs a package to be exported before it leaves ChIn?

My package no RV564475643CN has by now three times the message: Guangzhou City, Guangzhou International Mail Processing Center has been exported straight. It has returned at elast two times.
When will it leave?

Hi job,

It was delivered to you again now. You need to track it in the following days to see if it's normal. If it's returned back again or you couldn't receive it in time, you need to contact the seller to reflect the problem and give you a solution.

My package seems to have been circulating China between Shanghai and Guangzhou.

UW653021468CN is the tracking number. Every time it leaves Beijing tracking says it will be returned but seller does not receive any return information either. After a day or so, tracking will update that it is still in transit but has been returned more than 3 times. It has also been more than a month since it was shipped.
