How do I pay the shipping tax?

Hi,
I have sent a shipment from Sweden to Guangzhou China, shipment no. LY016059128SE. When I search for it it says that it waits for user to pay tax but I want information about what and where I should pay? Please help me with that so that the shipmetn can continue.

The shipping LO538719223CN seems to be stuck. I didn't get any update for quite long, while other shippings using the same shipping method already arrived.
Is there any problem with it?
