ePacket shipping service was designed for e-commerce. It is an exclusive shipping service for merchants on eBay, Aliexpress, etc. If you are not a online seller, you couldn't use this service from China Post directly. You can contact some of the express agencies to do it for you. But most of them are in Shenzhen. It's hard to find one in Lanzhou.
