Is shanghai EMS open and operating over the october holiday? If not when does business resume?

Most of them opens during the National holiday. Only some of small branches of China Post offices close during October 1 - 3. Big ones open during seven days' holiday from Oct 1 -7. All post offices are available from Oct. 4.

My parcel has been undelivered twice as the office where it was being sent is closed due to China national holiday. It is now showing return to business ( turn ) Does this mean it is being sent back to me or they will try and deliver it again after the holiday is over on the 7.10.20.
