Goods not delived

Hi. My shipment from China, tracking number AM553105077CN is marked as delivered, yet I did not receive this item. The seller says I need to get a loss certificate for a refund. How do I go about getting a loss certificate?

Can I send commercial goods with China Post Large Package?
Or only for personal goods?
