Sorry, here is not the place providing this kind of service. You'd better contact the lost property office to let them post it to you in Taiwan. They should make sure you are the own of the jacket and you need to provide them with your contact information. Then, they could help you post.

Hi, I sent a package from USA to a friend in Taiwan on 12/07. CH084853487US is my tracking number. It has taken an odd route, usually passing through Tokyo, then to Taiwan. This time, it landed in Shanghai 3-4 days ago. Although I put Taiwan as the destination, I now see the postal worker typed in “China”, which is a different location (PRC) from the ROC.
