The postman's phone number is 15523588342. You'd better let the recipient call his number to ask where it is now. He can only speak Chinese.

My package sent from Peking to Berlin via SF.Express. says "inbound failed" after it is out for delivery in Germany.
I would like to know what exactly does this mean, like shouldn't inbound failed means that the package is stuck at custom? Is it even possible that a package is inbound failed after it is out for delivery?
Also, I would like to have suggestions on what to do and who to contact next.
